We had to go to Manila today. We went to the French consulate. We had applied on 12/1/2012 for the transcription of our marriage into French law and they had told us the application was complete, not missing anything.  
This week (3 months later) they told us they lacked one paper. 

As we talked with the consulate employee, he found that 3 more papers were missing to our application... French bureaucracy syndrom.
